If you want to select a specific row using index you can have to use either .loc[] or .iloc[] method.
Here is how to show the 3rd index using the .loc[] method.
# Import the Pandas library
import pandas as pd
# We create our example dataframe
df = pd.DataFrame({"col1" : range(0,10)})
# We print the 3rd index
print(df.loc[3])
